By Lars Bevanger. BBC News Online reporter in Oslo. Sri Lanka's Government and Tamil Tiger rebels have fixed a date for direct peace talks aimed at ending nearly 20 years of civil war. The two parties will meet for their first formal face-to-face talks in Thailand from 16-18 September, Norwegian mediators announced on Friday.
